The “Communiqué on Amending the Communiqué on the Implementation Procedures and Principles of the Green Transformation Program” (“Amending Communiqué”) was published in the Official Gazette on 8 May 2026 introducing the following key amendments.
The concept of “roadmap report” has been replaced with the “Green Transformation Roadmap” (“Roadmap”), which Investors must upload to the program portal at the application stage.
Application will now be submitted by the natural person authorized by the Investor (“User”) rather than the green transformation leader.
Projects must now achieve improvement in the selected indicators, rather than specified indicators.
The deficiency completion period has been revised from a minimum period of 15 business days to a range of 5 to 20 business days, as determined by the General Directorate of Strategic Research and Productivity (“General Directorate”).
Approved projects will be forwarded to the General Directorate of Incentive Implementation and Foreign Investment (“TUYSGM”) for assessment and facilities issued an Investment Incentive Certificate will be granted a “Green Transformation Center Certificate,” valid for five years, replacing the former “Green Transformation Center” title.
Eligible projects may include land acquisition, construction expenditures, machinery and equipment purchases within the scope of modernization or integration investments limited to manufacturing facilities and auxiliary units.
Facilities relocating from residential areas to non-residential areas for green transformation purposes have been included within the program’s scope.
Investors must submit annual progress reports on green transformation measures to the General Directorate through the portal by the end of January of the following year.
Where projects achieving at least 75% of targets are removed from the program, excess incentives will be reclaimed; and if the incentive certificate is terminated without transitioning to another scheme, all granted incentives will be reclaimed.
Pursuant to the transitional provision, existing “Green Transformation Center” title holders must obtain an Investment Incentive Certificate within one month following the publication or have their titles revoked.
The Amending Communique has entered into force on the date of its publication.
