Amendments to the Regulation on Price Tags
The Regulation Amending the Regulation on Price Tags (the “Regulation”), published in the Official Gazette dated 11 October 2025 and numbered 33044, introduced several amendments to the Regulation on Price Tags, marking significant steps towards enhancing transparency and accessibility in commercial life through digitalization. Within this context, the key amendments introducing the use of digital tools for price disclosure are summarized below.
Under this Regulation, it has become possible to display price information for products such as books, magazines, and newspapers through electronic devices instead of printed labels. Such devices must be kept operational, easily accessible to consumers, and available in sufficient quantity.
In restaurants, cafés, patisseries, and other food and beverage establishments, it is now mandatory to display tariff and price lists at each entrance, where there is more than one entry point to the premises.
While displaying digital price lists via QR codes placed on tables is now permitted, it is also emphasized that a printed version of the price list must be provided upon the consumer’s request.
One of the most notable innovations introduced by this Regulation is the obligation imposed on food and beverage establishments to transfer their price list data to a system to be established by the Ministry of Trade (the “Ministry”). The data uploaded to this system may be shared with relevant institutions, organizations, and the public. The criteria and procedures regarding data transfer will be determined by the Ministry, and once these criteria are announced, establishments will be required to upload their price lists to the system within three months.
Finally, for goods subject to discounted sales, the lowest price applied within the ten preceding days prior to the discount implementation date shall be taken as the “previous sales price.” However, for perishable goods such as fruits and vegetables, as well as for services, the price immediately preceding the discounted price shall be used.
The Regulation entered into force on 11 October 2025, and its provisions shall be enforced by the Minister of Trade.
