The Action Plan for Combating Illegal Online Betting, Games of Chance and Gambling (2025–2026)

The Presidency of the Republic of Türkiye has issued Circular No. 2025/18, introducing the Action Plan for Combating Illegal Online Betting, Games of Chance and Gambling (2025–2026) (“Action Plan”).

The Action Plan aims to detect and prevent illegal betting through digital and social media platforms, payment systems, and cryptocurrency assets, while strengthening technical monitoring mechanisms and the legal infrastructure.

Pursuant to the Circular, the Financial Crimes Investigation Board (“MASAK”) will coordinate public institutions and regulators in implementing and monitoring the plan.

All public institutions are instructed to provide the necessary support and cooperation to MASAK during implementation.

Market participants in the financial, fintech, and advertising sectors are advised to closely monitor the forthcoming MASAK guidance and ensure that the supervision procedures are followed.
