Good news for Payment Services Providers and Electronic Money Issuers: The BKM Gateway integration requirement has been limited!

On 28 March 2025, the following were published in the Official Gazette numbered 32855: (i) The Regulation on Amendments to the Regulation on Payment Services and Electronic Money Issuance and Payment Services Providers (Regulation), and (ii) The Communiqué on Amendments to the Communiqué on the Information Systems of Payment and Electronic Money Institutions and the Data Sharing in the Field of Payment Services by Payment Service Providers (Communiqué).

Significant amendments have been made in the Regulation and the Communiqué concerning digital wallet and FAST integration processes, and in the scope of account service providers.

Within the scope of these amendments:

• The licensing application process for digital wallet services has been postponed from 7 April 2025, to31 December 2025.
• BKM gateway integration is mandated only for licensed institutions providing account services. The obligation to register for the BKM gateway is limited to FAST participants and those among the top 10 in terms of payment volume that are not FAST participants.
• Licensed institutions that do not provide online access to payment accounts will not be considered as account service providers, and the obligation for BKM integration has been removed.

The Communiqué and the Regulation have come into effect as of the date of their publication.
